It depends. You need to calculate or measure the total energy used to get an answer to this. Multiply the power by the time to work this out. If you have a plug in energy meter then these usually have a cumulative energy mode. If the drier is twice as powerful but dries in a third of the time then the total energy is lower. However, if it only dries in two thirds of the time then the total energy will be higher.
